Amends the Environmental Protection Act to establish gas collection and control system requirements for municipal solid waste landfills that meet federal thresholds under 40 CFR 60.33c

Requires active landfills to collect gas from any area, cell, or group of cells where solid waste has been in place for one year or more

Mandates installation of gas collection and control systems within 12 months after a landfill is estimated to reach federal regulatory thresholds

Requires flared gas systems to achieve a methane destruction efficiency of at least 99% by weight

Design plans must address preliminary control measures such as horizontal collectors, leachate system connections, and electrical systems that can be installed before the full gas collection system is required
