Amends the Probate Act of 1975 to add a new qualification requirement for individuals seeking to serve as guardians for adults with disabilities in Illinois

Persons previously found to be "unfit" under the Adoption Act are generally disqualified from serving as guardians for adults with disabilities

Courts may still appoint a previously "unfit" person as guardian if the court determines it is in the best interests of the person with a disability, after considering the nature of the unfitness finding, the date of that determination, and evidence of the proposed guardian's rehabilitation

Maintains existing guardian qualifications including being at least 18 years old, a U.S. resident, not of unsound mind, and not convicted of certain felonies

Takes effect immediately upon becoming law
