Allows rental companies to notify customers to return vehicles, equipment, or personal property via electronic means including email, in addition to certified mail

Makes it a theft violation to place rented vehicles, equipment, or personal property for sale during or after the rental period without good cause

Applies to rented motor vehicles, driveaway service vehicles, and equipment or personal property exceeding $500 in value (including tools, construction equipment, party rental items)

Permits courts to order convicted persons to reimburse victims for court filing costs, attorney's fees, and other related costs in addition to existing restitution penalties

Theft of rented property under this section remains a Class 4 felony
