Authorizes broadband providers to use existing electric utility easements and public road rights-of-way to install, maintain, and operate broadband infrastructure without paying additional compensation to property owners

Requires broadband providers to send property owners two written notices at least 2 months apart before using easements for broadband purposes, with the right to use the easement vesting 6 months after the first notice unless challenged in court

Allows property owners to file a lawsuit within 6 months of receiving notice to challenge easement use or seek damages, with claims under $15,000 eligible for small claims court; property owners bear the burden of proving any net reduction in fair market value

Mandates that broadband providers repair any damage to landowners' drainage facilities within 15 days and remedy agricultural impacts as soon as reasonably practicable

Requires coordination with local government units on permitting and right-of-way management for broadband infrastructure placed in public rights-of-way to minimize future relocations
