Changes the deadline for responsible officers to submit the Annual Real Property Utilization Report to the Administrator from July 31 to August 31 of each year

The report must include legal descriptions of all state-owned real property, current use descriptions, improvements made during the previous year, acquisition dates and purchase prices, future use plans, and declarations of surplus property

The Administrator must still provide copies of reports and surplus property lists indexed by legislative district to the General Assembly by October 31 each year

No other provisions of the State Property Control Act regarding surplus real property disposal, appraisal requirements, or sale procedures are changed by this bill
