Prohibits social clubs from charging membership fees to members who are delinquent or in poor standing during periods when they are denied access to the club or its services

Defines "social club" as a private establishment serving as premises for a formal organization of members for pleasure, recreation, and other purposes, excluding fitness centers and community pools

Renders any contract violating this prohibition void and unenforceable

Applies to all membership contracts entered into, amended, renewed, or extended on or after the effective date

Classifies violations as unlawful practices under the Consumer Fraud and Deceptive Business Practices Act, taking effect immediately upon becoming law
