Creates the Language Equality Acquisition for Deaf, Hard of Hearing, and Deaf-Blind Children Act, requiring the State Board of Education, Deaf and Hard of Hearing Commission, and Department of Human Services to establish a language assessment program for children from birth to age 5

Beginning July 1, 2026, mandates language assessments for all deaf, hard of hearing, and deaf-blind children under age 6, with children to be identified by 1 month old, referred to early intervention by 3 months, and receiving services by 6 months old

Establishes a 14-member advisory committee appointed by the State Board of Education, with a majority being deaf or hard of hearing individuals fluent in American Sign Language, to develop action plans and propose rules for the program by June 1, 2026

Requires development of parent resources and educator assessment tools covering both American Sign Language and English language developmental milestones, with parents retaining the right to select which language(s) will be used for their child's development

Mandates annual reporting beginning July 1, 2026 on language and literacy development of deaf, hard of hearing, and deaf-blind children, with data published on each agency's website
