Amends the Open Space Lands Acquisition and Development Act to require the Department of Natural Resources to prioritize grant projects that incorporate universal design elements for accessibility

Requires the Department to adopt rules establishing priorities and a scoring matrix for universal design elements within its grant application review process

Defines universal design elements to include poured-in-place rubber surfacing or synthetic turf for enhanced mobility, multiple wheelchair-accessible access points and ramps, and ground-level and elevated play components for individuals with diverse physical abilities

Additional universal design elements include inclusive swings and seating, multi-sensory play features such as tactile panels and musical components, and shaded areas for individuals with sensory sensitivities

Takes effect immediately upon becoming law
