Public service companies that are members of Regional Transmission Organizations (RTOs) must submit annual reports to the Illinois Commerce Commission by February 1 detailing all recorded votes cast at RTO meetings during the preceding calendar year

Reports must include all recorded votes cast by the utility company, regardless of whether the vote was otherwise disclosed, as well as votes cast by affiliates when the utility company did not vote on a matter

Each reported vote must include a brief description explaining how the vote serves the public interest

"Recorded vote" is defined broadly to include any final or non-final vote tabulated at any RTO committee, user group, task force, or other meeting where votes are taken

Amends the Public Utilities Act by adding new Section 16-126.2 to increase transparency in utility company participation in regional transmission governance
