Creates the Retaining Illinois Students of Engineering (RISE) tax credit for employers who hire engineers who graduated within the past 5 years with a Bachelor's degree or higher from an accredited engineering program

Provides a 10% tax credit on compensation paid to qualified engineers who graduated from Illinois institutions, and a 5% credit for those who graduated from out-of-state institutions

Applies to tax years ending on or after December 31, 2025

Excess credits cannot reduce tax liability below zero but may be carried forward for up to 5 taxable years

Amends the Illinois Income Tax Act by adding Section 235
