Capital Development Board must establish uniform statewide minimum qualification requirements for code inspectors and maintain a statewide registry and certification program, with rules to be adopted by January 1, 2027

Beginning January 1, 2027, building enforcement personnel employed by municipalities or counties must meet state qualification requirements when acting in their official capacity, limiting home rule powers

Code inspectors must be certified by the International Code Council, complete a US Department of Labor-certified apprentice program, or file verification of inspection experience with the Board

Illinois Community College Board must create a directory listing for courses that prepare students to become code inspectors and conduct a survey of all community colleges by January 1, 2027 to assess current enrollment, costs, and expansion potential for building code-related programs

Community college districts in areas without code inspector courses within 100 miles will be prioritized for developing new course offerings to prepare students for code inspection careers
