Waives the Test of Adult Basic Education (TABE) requirement for incarcerated individuals with intellectual or developmental disabilities, allowing them to access educational programs, work assignments, and vocational programs without passing standardized tests

Enables incarcerated individuals with intellectual or developmental disabilities to earn sentence credit ("good time") on equal terms with other incarcerated individuals through program participation

Requires annual training for Department of Corrections staff, including educational personnel, on identifying individuals with intellectual or developmental disabilities, providing accommodations, and administering alternative assessments

Mandates that staff training programs be developed in collaboration with disability advocacy organizations and educational institutions

Allows individuals denied access to programs or accommodations under the Act to file grievances through the Department's established procedures, and requires compliance with the Americans with Disabilities Act and Rehabilitation Act of 1973
