Cities with populations of 25,000 or more must allow duplexes, triplexes, quadplexes, cottage clusters, and townhouses on residential lots larger than 5,000 square feet, effective January 1, 2026

Cities with populations between 10,000 and 25,000 must allow duplexes on any residential lot zoned for single-family detached homes

Cities with 10,000 or fewer residents and unincorporated areas are exempt from these requirements

Municipalities retain authority to regulate siting and design of middle housing, but regulations cannot create unreasonable costs or delays that discourage development

Limits home rule powers, preventing local governments from adopting zoning rules inconsistent with these middle housing requirements
