Authorizes the Illinois Commerce Commission to approve alternative rate designs for water and wastewater utilities that deviate from traditional cost causation principles during general rate case proceedings

Rate designs may be approved if the Commission finds they enhance equitable provision of safe, reliable, and affordable water and wastewater services or are otherwise in the public interest

Requires utilities seeking alternative rate designs to submit evidence including current customer rates, planned capital investments, investment history of acquired systems, future capital needs, income levels of affected customers, and statewide customer base impacts

Mandates the Commission to approve rate designs that allocate costs or revenues to different service classes if they meet the equitable provision or public interest standard

Allows the Commission to require utilities to notify customers about proposed rate designs, estimated bill impacts, and other relevant information, and authorizes rulemaking to implement the provisions
