Amends the Counties Code to grant all Illinois counties explicit authority to declare what constitutes a nuisance within their jurisdiction

Specifically identifies sound amplification, construction noise, and noise from off-road vehicles as examples of nuisances counties may regulate

Authorizes counties to take all necessary measures to abate declared nuisances within their jurisdictional boundaries

Adds this nuisance authority as a new enumerated power (number 24) to the existing list of county powers under Section 5-1005
