Expands the Department of Central Management Services' authority to manage State "buildings and other real properties" rather than just buildings, and authorizes the Director to grant and accept easements on State properties when determined to be in the State's best interests

Removes all references to the James R. Thompson Center in Chicago from the list of State buildings managed by the Department, reflecting its previous sale

Adds 115 South LaSalle Street in Chicago to the list of State properties that may be leased or subleased for terms up to 15 years

Removes the provision allowing commercial space leases at the James R. Thompson Center and deletes the subsection referencing the State Property Control Act provisions related to that building
