Establishes the "Clean Slate Act" creating automatic sealing of eligible criminal records without requiring individuals to file petitions, with implementation beginning January 1, 2029

Requires the Illinois State Police to identify and seal eligible records quarterly, with phased implementation for older records through January 1, 2034 based on when records were created

Expands eligibility for record sealing to include misdemeanor and felony convictions with sentences of conditional discharge or probation completed without revocation, while excluding violent crimes, sex offenses, Class X felonies, and offenses requiring sex offender registration

Creates the Illinois Clean Slate Task Force to monitor implementation, review best practices from other states, and submit annual progress reports to the General Assembly through 2030

Requires circuit court clerks to seal municipal ordinance violations and Class C misdemeanor records without petition beginning January 1, 2028, after one year has elapsed since case closure
