Creates the Safe Autonomous Vehicle (SAVE) Act establishing a framework for motor vehicle manufacturers to operate autonomous vehicles on Illinois public roads after self-certifying compliance with eligibility requirements and notifying the Secretary of State

Requires manufacturers to have at least 1,000,000 miles of ADS-equipped vehicle operation on U.S. public roads with a test driver, and maintain insurance, surety bond, or self-insurance of at least $10,000,000

Designates the Automated Driving System as the legal "driver" when engaged, eliminating the requirement for a licensed human driver to be present in the vehicle

Manufacturers must maintain incident records and provide safety data summaries to the Secretary of State and National Highway Traffic Safety Administration, and assume liability for incidents where the ADS technology is at fault

Violations for operating ADS vehicles without meeting eligibility requirements carry a $10,000 fine for first offense and Class A misdemeanor for subsequent violations; preempts home rule authority over SAVE project regulation
