Requires the Illinois Secretary of State to accept vehicle registration forms and documents that are manually signed and scanned, or signed with a digital signature, as alternatives to physical hard copies

Adds a new Section 2-106.1 to the Illinois Vehicle Code establishing this digital document acceptance requirement

Defines "digital signature" by reference to the Financial Institutions Electronic Documents and Digital Signature Act

Amends Section 3-405 to create an exception to the existing requirement that registration applications bear an original pen-and-ink signature
