Amends the Illinois Garden Act to explicitly allow individuals to save seeds grown in their vegetable gardens for personal use or non-commercial sharing with others

Prohibits units of local government from adopting regulations or ordinances that would preclude residents from saving seeds grown in vegetable gardens

Expands existing protections under the Garden Act, which already guarantees the right to cultivate vegetable gardens on one's own property or on another's private property with permission

Ensures that general local regulations (covering height, setback, water use, fertilizer use, or invasive species control) cannot have the effect of precluding seed saving activities
