Amends the Illinois Emergency Management Agency Act to allow members of the Access and Functional Needs Advisory Committee to attend meetings remotely via video or audio conference

Remote attendees will count toward quorum requirements, removing the standard Open Meetings Act requirement that a quorum be physically present at the meeting location

Requires at least one committee member to be physically present at the publicly posted meeting location for a meeting to proceed

The committee advises on emergency planning for persons with disabilities, including those with mobility, sensory, mental health, and developmental disabilities

The Access and Functional Needs Advisory Committee remains subject to all other Open Meetings Act provisions and is scheduled to dissolve on January 1, 2032
