Amends the Code of Criminal Procedure of 1963 regarding post-conviction relief petitions

Allows individuals convicted of felonies committed when they were under 21 years of age to file successive post-conviction petitions without demonstrating "cause" for not raising the claim earlier

Applies specifically to petitions claiming that the sentence violates the proportionate penalties clause (Section 11 of Article I) of the Illinois Constitution

Removes a procedural barrier that typically requires petitioners to show an objective factor that prevented them from raising a claim in their initial post-conviction proceedings

Takes effect immediately upon becoming law
