Prohibits distributing "deepfakes" or materially deceptive media that falsely represents a person within 90 days before an election, when done with intent to harm a candidate's reputation, deceive voters, or change voting behavior

Defines "deepfake" as realistic video, audio, images, or other media created through technical means that would make a reasonable person believe it depicts speech or conduct that never occurred

Exempts media that includes a clear disclaimer stating it has been manipulated and depicts speech or conduct that did not occur, with specific format requirements for video, audio, and image disclaimers

Provides exceptions for news organizations covering the content as news, satire or parody, and broadcasters who made good faith efforts to verify content authenticity

Violations constitute a Class C misdemeanor, escalating to Class A misdemeanor if intended to cause violence or bodily harm, and Class 3 felony for repeat offenses within 5 years
