Delays the deadline for mandatory electronic claims and eligibility transactions between dental plan carriers and dental care providers from January 1, 2026 to January 1, 2027

Requires dental plan carriers to establish free HIPAA-compliant portals providing real-time benefit eligibility information, including deductibles, coinsurance percentages, coverage limits, frequency limitations, and prior authorization requirements

Creates exemptions from electronic filing requirements for dental care providers experiencing temporary technological disruptions (over 14 days), solo practitioners working less than 16 hours per week, and dentists temporarily operating another provider's practice

Grants previously exempt dental care providers who start or purchase a practice 2 years to comply with electronic filing requirements

Clarifies that dental care providers are not required to accept only electronic payment from dental plan carriers and that all parties must comply with applicable state and federal privacy and security laws
