Creates the Carpet Stewardship Act establishing a statewide Extended Producer Responsibility program requiring carpet producers to finance the collection, recovery, and reutilization of old carpet, with a nonprofit clearinghouse of 14 appointed members to administer the program

Sets carpet recovery rate goals of 25% by December 31, 2028 and 50% by December 31, 2031, compared to Illinois's current recovery rate of less than 1% (approximately 229,000 tons of carpet are landfilled annually in the state)

Requires producers to register with the clearinghouse by October 1, 2026 with a $25,000 initial registration fee, and prohibits selling carpet in Illinois from unregistered producers starting January 1, 2026

Mandates collection sites in all counties with population density of 100+ people per square mile by January 2026, expanding to counties with 50+ per square mile by 2027, with collectors receiving $20 per ton for carpet collected

Requires state agencies beginning January 1, 2027 to purchase at least 35% carpet containing minimum 10% post-consumer recovered content, increasing 10% annually until reaching 75%
