Creates the Phosphorus Credit Trading Program Act, establishing a Phosphorus Credit Trading Committee within the Illinois Environmental Protection Agency to develop a framework for trading phosphorus reduction credits among wastewater agencies

Limits credit trading exclusively to wastewater agencies, including municipal wastewater agencies and sanitary districts formed under various Illinois statutes

Committee membership includes the Governor or designee (chairperson), EPA Director or designee, four legislative appointees, and eight wastewater agency representatives appointed by the Director representing agencies of varying sizes

Requires the EPA to propose rules within one year of receiving the Committee's report, and the Pollution Control Board must adopt final rules within one year after the EPA's proposal

Prairie Research Institute's Illinois Sustainable Technology Center will provide technical assistance to the Committee; appointments must be made within 30 days of the Act's effective date
