Reduces the cap on transfers among line item appropriations within the same treasury fund from 2% to 1% of the aggregate amount appropriated to a state agency, effective fiscal year 2026

Prohibits state agencies from transferring any moneys received from outside parties—including federal grants, reimbursements, or matching funds—to different line item appropriations or to other state agencies

Amends the State Finance Act (30 ILCS 105/13.2) to impose stricter limitations on executive branch flexibility in reallocating appropriated funds

Takes effect immediately upon becoming law, with the new transfer restrictions applying beginning in State fiscal year 2026
