Redefines registered professional nursing practice as a scientific, learned profession based on understanding of the human condition across the life span, encompassing all nursing specialties and requiring completion of an approved professional nursing education program

Allows registered professional nurses to delegate nursing interventions and tasks to other RNs and licensed practical nurses based on comprehensive nursing assessment considering patient stability, potential for harm, complexity, predictability of outcomes, and delegatee competency

Permits RNs to delegate only tasks (not nursing interventions) to unlicensed personnel, with "task" defined as work not requiring nursing knowledge, judgment, or decision making

Prohibits RNs from delegating work requiring nursing knowledge, assessment, judgment, inference, decision making (including medication administration), plan of care development, and plan of care evaluation to unlicensed non-nurse personnel

Removes existing provisions that allowed delegation of medication administration and nursing interventions to unlicensed personnel in community-based or in-home care settings; effective August 1, 2025
