Amends the Illinois Marriage and Dissolution of Marriage Act to exclude gifts from the definition of "gross income" when calculating child support obligations

Defines excluded gifts as voluntary transfers of property, including money, that are completely free of repayment or obligation while both the giver and the recipient parent are still alive

Adds this gift exclusion as a third category of income excluded from child support calculations, alongside means-tested public assistance benefits and income received for other children in the household (such as child support, survivor benefits, and foster care payments)
