Creates the Household Hazardous Waste Stewardship Act requiring manufacturers of household products containing hazardous substances (such as pesticides, automotive fluids, aerosols, pool chemicals, and solvents) to fund and implement a statewide collection and disposal program beginning January 1, 2027

Manufacturers must register with a stewardship organization by April 1, 2026, and pay 100% of collection costs plus a phased-in share of transportation and disposal costs (starting at 50% in 2027 and increasing to 90% by 2030)

Establishes collection convenience standards requiring permanent collection sites within 15 miles for 60% of residents by 2029 and 70% by 2030, with one-day collection events covering additional residents within 25 miles

Stewardship organizations must pay the Illinois EPA an annual fee of $200,000 and submit stewardship plans for approval every 5 years along with annual reports detailing program finances, collection data, and disposal methods

Violations carry civil penalties of $7,000 per offense, and making false statements to the Agency constitutes a Class 4 felony (Class 3 for repeat offenses)
