Creates the Renewable Fuels Infrastructure Program administered by the Department of Agriculture to provide grants for installing equipment to store and dispense higher blends of ethanol (greater than E-10) and biodiesel (greater than B-10)

Eligible grant recipients include petroleum marketers, petroleum terminal operators, and other companies determined eligible by the Department, with a maximum of $1,000,000 per company and $100,000 per site; recipients must cover at least 50% of installation costs

Transfers $3,000,000 quarterly from the Underground Storage Tank Fund to the new Renewable Fuels Infrastructure Fund from July 1, 2025 to June 30, 2027, unless the Underground Storage Tank Fund balance falls to $75,000,000 or below

Establishes a 10-member Renewable Fuels Infrastructure Task Force with representatives from petroleum marketers, terminal operators, corn growers, and soybean growers to provide advisory feedback on the program

Public bodies are excluded from receiving grants; eligible expenditures include tank modifications, tanks, piping, and fuel dispensers
