Amends the Stalking No Contact Order Act to require courts to award petitioners costs and attorney's fees when a stalking no contact order is granted, changing from discretionary ("may") to mandatory ("shall")

Amends the Civil No Contact Order Act to add a new provision requiring courts to award petitioners costs and attorney's fees when a civil no contact order is granted for victims of non-consensual sexual conduct or penetration

Shifts the financial burden of obtaining protective orders from victims to the individuals found by courts to have engaged in stalking or sexual misconduct
