Amends the Metropolitan Water Reclamation District Act to authorize the executive director, with board of commissioners approval, to appoint a deputy executive director

Deputy executive director must be selected based solely on administrative and technical qualifications without regard to political affiliations

Deputy executive director serves under the direct supervision of the executive director and holds office at the executive director's pleasure

Excludes the deputy executive director position from the classified civil service system

Changes terminology from "secretaries" to "aides" for staff serving officers and individual trustees
