Creates the Agricultural Equipment Repair Bill of Rights Act requiring original equipment manufacturers to provide documentation, parts, embedded software, firmware, and tools to independent repair providers and equipment owners at fair and reasonable terms and costs

Requires manufacturers to provide resources needed to reset electronic security locks or security-related functions that become disabled during repair services, which may be distributed through secure release systems

Exempts manufacturers from providing parts no longer available to them or divulging trade secrets, though manufacturers cannot refuse to provide repair-necessary materials solely by claiming those materials are trade secrets

Prohibits independent repair providers and owners from deactivating safety notification systems, changing settings to violate safety or emissions laws, or evading emissions, copyright, trademark, or patent laws

Declares void and unenforceable any contract terms entered after the Act's effective date that waive or limit manufacturer obligations under the Act, and specifies that any nationwide memorandum of understanding on right to repair must still meet the Act's requirements
