Authorizes the Department of Commerce and Economic Opportunity to certify one additional pilot River Edge Redevelopment Zone in the City of Sterling, Illinois

Amends the River Edge Redevelopment Zone Act (65 ILCS 115/10-5.3) to add Sterling to the list of eligible cities

River Edge Redevelopment Zones provide economic development incentives for areas along rivers and can last up to 30 calendar years

Previously authorized zones include East St. Louis, Rockford, Aurora, Elgin, Peoria, Joliet, Kankakee, East Moline, Moline, Ottawa, LaSalle, Peru, Rock Island, and Quincy

Municipalities receiving zone certification must submit a plan within 60 days encouraging participation by minority persons, women, persons with disabilities, and veterans
