Beginning with fiscal year 2026, requires the General Assembly to appropriate for the evidence-based funding formula an amount equal to or exceeding the prior year's appropriation plus 51% of total new general funds available from estimated revenue growth

State and federal spending combined must represent no less than 51% of total revenues available from local, State, and federal sources for elementary and secondary education programs

Creates a continuing appropriation provision: if the General Assembly fails to make sufficient appropriations to fund the evidence-based funding formula, the Act automatically appropriates all amounts necessary for that purpose

Beginning with the 2025-2026 school year, requires the State Board of Education to prescribe a system for accounting for revenues and expenditures at the individual school level, including expenditures for administration, regular instruction, special education, bilingual education, instructional support, and pupil support services

Starting with fiscal year 2027, requires the Governor to include in the annual budget an allocation for elementary and secondary education that conforms to these funding requirements
