Amends the Illinois Election Code to require candidate names on primary election ballots be printed in standard capital and lowercase letters (e.g., "John Smith") rather than all capital letters

Applies the mixed-case formatting requirement to conform with standard English language guidelines for proper name capitalization

Includes an exception allowing election authorities to continue using all capital letters if their election system cannot feasibly accommodate mixed-case formatting

Changes only the formatting of candidate names; office titles and ballot designations (like "REPUBLICAN PRIMARY BALLOT") remain in capital letters
