Amends the School Code to require that a vacancy in the office of regional superintendent of schools occur at least 130 days before the next general election (in addition to having more than 28 months remaining in the term) for the appointment to last only until that election

Extends the filing period for nomination papers when a vacancy occurs during the normal filing window, changing it from 91-85 days to 120-113 days prior to the primary date

Applies to educational service regions not located in home rule counties, affecting how interim appointments are made and when special elections must be held to fill vacancies

Maintains existing requirements that appointees must be members of the same political party as the departing regional superintendent and must obtain a certificate of eligibility from the State Superintendent of Education
