Amends the Local Government Officer Compensation Act to define "compensation" for elected officers of school districts and units of local government

Expands the definition of "compensation" to include all remuneration for service, including wages, salary, health insurance benefits, and all other payments made on behalf of or for the benefit of the elected officer

Requires the term "compensation" to be construed liberally to ensure all forms of elected officer compensation are fixed at least 180 days before the beginning of their terms

Applies to elected officers of school districts, units of local government, and home rule units
