Excludes commercial vehicles and farm trucks from the definition of "expanded-use antique vehicle" under the Illinois Vehicle Code

Authorizes vendors providing services to the Secretary of State to prescribe vehicle-related forms with Secretary approval, and establishes confidentiality protections for personal information in vehicle title and registration records (photographs, signatures, social security numbers, email addresses, medical/disability information)

Allows licensed rebuilders to obtain free short-term permits for salvaged vehicles needing to be driven to inspection locations, and extends the validity period for printed proof of registration to 30 days from either the previous registration's expiration or the new registration purchase date, whichever is later

Reduces antique vehicle registration fees from $13 for a 2-year plate to $6 per registration year

Clarifies insurance verification procedures by specifying that vehicle owners have 30 calendar days to respond to insurance verification notices, with registration suspension occurring upon expiration of that period, and establishes that mail notice is complete upon deposit in the mail
