Creates the "Expanding Medical Residency Opportunities in Illinois Law" to address physician shortages in rural and underserved areas throughout Illinois

Requires the Comprehensive Healthcare Workforce Planning Council to coordinate health workforce education and training, develop graduate medical education priorities, and recommend standards for residency programs with emphasis on primary care and behavioral health

Establishes a medical residency program to fund positions not covered by federal Medicare/Medicaid, provide technical assistance for entities creating new residency programs, and offer startup funding for new programs

Prioritizes funding for residency programs that graduate physicians who practice in medically underserved areas and locate training sites in underserved communities

Creates the Medical Residency Fund as a special fund in the State treasury to receive appropriations and gifts for expanding graduate medical residency opportunities in areas with unmet physician needs
