Creates the Lake County Elections Pilot Program beginning January 1, 2027, designating the Lake County Clerk as the primary election authority for all local elections in Lake County except state and federal races

Assigns the Lake County Clerk duties including distributing election documents and petition packets, accepting candidate filings and nominating papers, and providing election information to the public

Requires the Lake County Board to adopt rules or policies by ordinance or resolution before January 1, 2027 to implement the program

Mandates the State Board of Elections and Lake County Board submit a report to the General Assembly by December 31, 2036 analyzing the program's effectiveness and whether similar policies should be adopted statewide

The pilot program automatically repeals on January 1, 2037, creating a 10-year trial period
