Expands the definition of "community college benefit recipient" under the State Employees Group Insurance Act to include persons receiving retirement income from a self-managed plan account under the State Universities Retirement System (SURS)

Amends the Illinois Pension Code to define when a self-managed plan participant "retires" - specifically when they are eligible for retirement under Article 15 (and Article 20 Retirement System Reciprocal Act if applicable) and begin receiving retirement income from their self-managed plan account

Enables SURS self-managed plan participants who meet retirement eligibility requirements to qualify for state group health insurance benefits, addressing a gap where these retirees were previously excluded from the "community college benefit recipient" definition

Applies to full-time employees of community college districts or associations of community college boards who were eligible to participate in a group health benefit plan during their employment
