Grants circuit courts jurisdiction over all persons subject to involuntary admission on an outpatient basis under Article VII-A of the Mental Health and Developmental Disabilities Code, with this provision set to expire on January 1, 2030

Clarifies that custodians granted authority over respondents in outpatient orders may consent to hospital admission (rather than directly admit) if the respondent fails to comply with court-ordered conditions, unless the respondent is charged with a felony

Prohibits courts from finding respondents in contempt for noncompliance with outpatient treatment orders, including orders placing them in custody of relatives or committing them to community mental health providers

Requires circuit court clerks to submit annual reports to the Administrative Office of the Illinois Courts by March 1 each year (starting 2026) on the number of petitions filed for involuntary outpatient admission, with this reporting requirement expiring January 1, 2030
