School districts withdrawing from special education joint agreements must hold a public hearing at least 18 months before the proposed withdrawal date and provide written notice to other member districts at least 10 days before the hearing

Withdrawing districts must submit a comprehensive plan to their regional office of education or intermediate service center, along with evidence of the public hearing and an approved withdrawal resolution

Regional superintendents or intermediate service center executive directors must verify that all withdrawal criteria are met before approving and notifying the State Board of Education and other member districts

Joint agreements must include provisions for dissolution of assets if the agreement ends and distribution of assets when a member district withdraws; withdrawn districts waive claims to assets except those designated for dissolution

Withdrawn districts must pay their proportional share of any debt or liabilities incurred before their notice of withdrawal within 12 months after leaving, and joint agreements must require annual budget presentations to all member districts
