Authorizes the Illinois Criminal Justice Information Authority to contract with outside entities for up to 2 years to evaluate grant applications and monitor compliance with grant agreements

Expands the Authority's grant-making powers to include community-based organizations, local government agencies, and non-profit organizations for criminal justice and public safety programs

Eligible grant programs include violence prevention and intervention, reentry after incarceration, youth development and mentorship, economic development, and civil legal aid

Grants the Authority explicit rulemaking power to adopt rules necessary to carry out its responsibilities under the Act

Takes effect immediately upon becoming law
