Creates the new offense of "first responder endangerment" under the Criminal Code of 2012, also known as the Daniel Capuano Memorial Act

A person commits the offense when they knowingly create a dangerous condition in a commercial property under their management or operational control, intentionally conceal it, and that condition causes the death or serious bodily injury of a first responder performing official duties

"Dangerous condition" is defined as a life-threatening situation resulting from unpermitted structural/architectural work or unaddressed building code violations after receiving official notice

First responders covered include emergency medical services personnel, law enforcement officers, and firefighters

Violation is classified as a Class 4 felony, and liability applies only to natural persons with final decision-making authority over the commercial property
