Creates the Tiny Homes Act establishing a licensing and regulatory framework for tiny home parks in Illinois, administered by the Illinois Housing Development Authority

Requires tiny home park operators to obtain an annual license ($500 base fee plus $50 per site) and a construction permit ($500 nonrefundable plan review fee) before establishing or building a tiny home park

Defines a "tiny home" as a factory-assembled dwelling of 1,000 square feet or less on a vehicle chassis, and a "tiny home park" as land with utilities for 10 or more independent tiny homes

Establishes operational standards including minimum 1,000 square foot sites, 50-foot setbacks, water and sewage requirements, garbage disposal, fire extinguishers in each home, and annual inspections by the Authority

Authorizes civil penalties of $500 per day per violation for fire safety noncompliance, preempts home rule powers to prevent less restrictive local regulations, and allows counties/municipalities to require additional licenses up to $500 per year
