Amends the Child Care Act of 1969 to create a temporary foster family home license for applicants relocating from other states

Applicants who hold a valid foster family home license (or equivalent) from another state with no pending violations or investigations must be granted a temporary Illinois license while their permanent application is processed

The temporary license allows foster families to continue operating during the pendency of the Illinois licensing process

The temporary license does not affect whether the permanent license is ultimately granted or denied
