Establishes the Native to Illinois Labeling Program within the Department of Agriculture to certify plants and seeds that are native to Illinois for consumer identification

Requires certified labels to include the scientific and common name of the plant, county or ecoregion of origin, producer name, and a statement about the importance of supporting native plants

Prohibits labeling or marketing any plant or seed as "Certified Native to Illinois" unless it meets program requirements, including being living or capable of life and verified as native by the Department

Imposes civil penalties up to $10,000 for knowing violations of labeling compliance requirements, enforceable by the Attorney General or State's Attorney

Makes knowingly providing false statements to investigators or certifying agents a Class 4 felony, with violators losing certification for at least 5 years unless waived by the Director of Agriculture
